DESCRIPTION:
This design strives to cater to every demographic, age group, and group size. The proposal is organized by the three distinct zones: a Civic Zone with a repurposed black granite splash park/ice rink; an Active Zone with lawn and seating area; and a Garden Zone with games and planting area.

1st PLACE JUSTIFICATION:
The winning design was selected as it best met the jury criteria. The design created a “Backyard” for downtown residents and visitors. The space is truly intended to serve as a place for the people of Indianapolis.

The plaza would feature a variety of spaces with alternating activities including a central splash park/ice rink, café, game area, presentation area, and outdoor seating. The wide variety of activities invites and encourages all demographics to play and interact. Every separate activity and space is also well connected; inviting a continual use of the plaza.

The plaza design is elevated by two feet from the ground level providing a comfortable overlook on the surrounding area. This elevation also provides a nice seating area along the Cultural Trail.

The design reuses the existing granite pavers on the splash park/ice rink. The dark granite coupled with water would provide a sharp reflection of the architecture of the City-County Building.

The design also recognizes the former Marion County Courthouse by creating a “Plinth” and building footprint outline in the form of physical pavers around the plaza.

While the proposed cost exceeds that of the provided budget, the jury decided that the other design criteria weighed more heavily with this submission and the heightened costs were justified. The proposal can also be implemented in phases and there are a range of options in order to reduce the final budget.
